I've hardly played ITF so I'm not sure if there are two of them or just one. But there is one that sims use on a home lot that they help themselves from, and on a commercial lot there is one that spawns a waiter. I think it is the same object but it acts differently on the commercial lot.
It's in with the fridges in the buy catalogue anyway. I tend to use it in the Ilsa Paradiso gym as there is plenty of space there for tables and chairs. It is a nice change from using the University snack bar. That NPC must be in the same union as the Business as Usual chef's. He is very picky about what he will serve and when! I believe you place the food synthesizer on a community lot designated a cafeteria, you will spawn waiters. Otherwise, it will simply dispense food on a 'regular' community lot but charge your sim for the meal.
Although why the cafeteria has a waiter, where you typically don't have waiters (which is why they're called cafeterias) but the restaurant doesn't, rather the chef serves you, is puzzling at best. Or maybe they have white glove waiter service at the EA cafeteria, so they figure that's how the rest of the world lives, too.
